It depends on what you're trying to do. Are you trying to get deals in some sort of app with location access? Then you need to spoof your location.
But if you're looking at stuff on the web, the locating is generally done by your IP address, which is easily defeated by using a VPN.
ETA: plus there are a few apps out there (in addition to the Play Store itself) that use your Google account to decide, in which case a new Google account is the only way; those apps always think you're in your "home" country despite all evidence to the contrary.
