Yes, equally possible for any status less than Global Services. The fare class you would be looking for in Expert Mode is PZ (i.e. book any Economy fare class and then do that on a flight which has PZ inventory).

As noted, it can be difficult to find flights with confirmable upgrades, but lack of status is not a huge barrier.
