LATAM is known for needing to go the credit card dispute route when refunds are due. My local federal credit union said their dispute department knows LATAM well from another customers dispute.
They also have no issue simply saying we dont care what the law says, we'll just pay a fine. I had booked them number of times due to great J fares to AKL. Never again, just not worth the hassle.
