But I just found this new item in the Program Rules. Per the Wayback Machine, this change was posted on Friday February 15.
Applicable Routes: Mileage Upgrade Awards are not valid for Delta-operated flights in North american or South America. For all other markets: Valid for use on one-way travel on published fares and routings. Valid only for travel on routings with a published upgradeable fare.
Look in the
Mileage Upgrade Awards section, rule number 5.
Their typo on "american", btw.
Until Feb 15, the OLD rule used to read:
Applicable Routes: North America: Valid for use on one-way travel on published fares and routings within or between the United States, Canada, Mexico, Central America, and the Caribbean. Northern South America: Valid for use on one-way travel on published fares and routing between North America and Peru, Ecuador, Colombia, and Venezuela.
