The IATA carry on size is 21.5 x 13.5 x 7.5 and that 55cm is a common theme among airlines. Even the big three USA airlines are only 22 x 14 x 9. Singaporean airlines is using linear inches and while your bag is 46" aka 117 cm they advertise 115 cm. All in all, I have no idea what airline is that bag designed for, it's too big. It will fit quite a few airlines, it's only an inch too big in two directions, after all, and most sizers have that much leeway.
