Yes, although YMMV depending on the rep you get! You just call in to make the booking for another guest (they may offer to make them the 2nd guest, but just say that they are the primary one.) You can then have them attach the certificate. I've done this for my parents'and anniversary, and put one in my wife's name as she was checking in days before me.
