Thailand does not block voip - skype works fine, and wifi calling on Sprint and Tmobile (even using the same Thai partner as Fi) also work - so in this case it has something to do with Fi. In Thailand using a vpn - not fi's (suggested by another FT) did allow me to use Hangouts albeit at additional cost.
