I'm pretty sure it's not a "rule" per se, but rather a systems limitation attributable to the different coding of the different types of instruments. Tickets on the same PNR must be identical, and the coding of a GPU is different from the coding of an RPU.
Frankly I've never seen this issue raised before and suspect it impacts very few people.
