It's a bit ad hoc, but yes, you can select seats for a BA operated flight via the QF website (even if is marketed as BA). I find it very hit and miss and assume it's based on the seatmap being available in QF's system. Same with selecting seats on BA or AY via QR's website (even if there is not a single QR flight on your itinerary).
