Unfortunately the TG F lounge is in the (sterile) departures concourse. You need to pass transit security and have a valid international boarding pass for that purpose.
You will be collected by golf cart from the arriving FRA flight and taken straight to the int->dom transfer desks. (You should have access to the domestic J lounge though by virtue of your inbound F boarding pass.)
Ah, I didn't realize international flights and domestic flights depart from different areas that are not crossable.

I understand the int->dom transfer logistics now, so I won't try to convince any TG employees to allow me into the F lounge.

Too bad the F lounge is only for international departures, I would have loved to nap in there before I catch my connecting flight to HKT. (my connection time is several hours unfortunately.)
