Think of the RC and W as being on top of an airport express station and not really in Kowloon. Regardless of the weather, you can walk through the shopping mall, but there isn't much of interest in the neighborhood. It's a great hotel with good views (check the top bar/pool deck) and might be about as much as you can do between flights, but don't expect to walk outside and find interesting and unique Hong Kong experiences. For that, a better choice would be a hotel near the airport express train station in Central.

You can ask for RC hotel bell staff to meet you at the airport express station and escort you to the hotel, taking care of the baggage, and similarly to take your bags to the airport express train station upon departure. [BTW, you can also check in and drop bags early on your day of departure at the Kowloon airport express station for most airlines.]

Both the RC and W can be viewed extremely good airport hotels.
