If I have an AF ticket and fly AF flight 5099, I will NOT earn credit on Delta because the operating carrier is Air Mauritius.

Elizabeth will get credit for her flights in this instance becuase Joon is a subsidiary of AF and specifically spelled out on the Delta website as eligible for earning. But just because you have an AF ticket and an AF flight number does not mean you will get credit according to the AF chart. Makes sense that you've messed up in the past.
You are, of course, right about the metal. I wasn't thinking outside the immediate discussion about Joon/AF/KLM/Delta. As for why I had a problem once, a travel agent linked my ticket to my FB account and I didn't notice until after the flight and AF wouldn't reverse the credit. First and last time I've made that mistake.
