The airlines have really restricted ESAs. Never on flights > 8 hours (Atl to Paris 8 hour 15 min - NOT allowed). (JFK to Paris 7 hours 45 min - Allowed). Nice you go through Paris so no problem if it is a Delta (US registered). BUT, I don't believe Delta has a direct flight from JFK anymore. If the CDC to NCE is Air France Not allowed. Your best bet is to fly to Paris and then train to Nice. American uses British Air and again NO. I also don't think any US airline flys from Nice anymore.
