I don't understand how they're right in the case of tickets canceled within 24 hours. I went through the US site. They may have redirected me internally to their Vietnam site but it was without my knowledge. And how is a consumer supposed to know they're now on the Vietnam site? In any event, the DOT rules covering the matter don't specifically mention a consumer has to book on the US site, just that the carrier marketed flights to US customers - which it did in this case by selling it to me with a few clicks from the US site.
Other carriers, like Qantas, have a pop up warning you when you're being taken to a foreign site and that foreign rules will apply. Cathay doesn't.
