I don't know why people are surprised to receive the offer who don't fly on AA much. That is entirely the point of the offer, to entice you back to AA with premium status for a low bar.
My point of reference is DL, which has gotten 90%+ of my flying over the last decade and where I formerly had status for two years. They have never targeted me for a challenge and are not known to do anything so broad as the offer we are discussing here. It is instructive, then, that AA is willing to extend challenges to such occasional flyers.
