I can't remember how the pre-arrival cookies are provisioned now... parcooked on small sheets for reheating or in break-and-bake form like the old days? It's possible that not enough cookies were boarded, some of the cookies were dropped in the galley, improperly squirreled away for the crew, etc. At least they brought them out, rather than going back to the old, reliable excuse "they didn't cater any...!" I strongly doubt this is a new policy.
