This happens in every gov't ministry. If the Ministry of Communications comes out with a new regulation for data retention, or blocking pornography to minors, the cost of implementing it falls on the Internet Service Providers, which are free to add another few agurot to the end consumer bill - all with the backing of the Ministry. Same holds true for new building regulations or restaurant regulations. The Israeli gov't loves to add new regulations without thought of the implied cost. No ministry will subsidize building companies, or restaurants or ISPs.

Same too here. If the gov't edicts certain security regulations, it is assumed that the company has to handle the burden of the cost. I don't necessarily agree with it but that is how Israeli regulations have been managed for the past 25 years.
