Refund what fare difference? Surely you are not talking about the erroneously filed one, right? In all other cases, it would have to be the pax who would theoretically refund the airline, as normal J fares are much higher than the incorrectly filed A fares from the day. Well... refunds for downgrades are always tricky in non-EU countries since as you mentioned the fare basis in case of Error Fares doesn't really support a fair compensation process. Keep in mind though that those of us who booked F here paid ~$400 more than had we selected C so even in case there was a downgrade compensation should be do. In fact I'd say many Economy fares are more expensive than what we booked so should there be no compensation for a double downgrade either just because there happen to be higher fares in any class of service?
