As far as I know, there are no bears in Cartagena
Cartagena was (is?) truly poor. They are supposed to have crabs. I emailed in advance, similar to you, receiving a reply of "yes we have crabs". Arrive to hotel... no stuffed toy. Send reply to email "oh, they are on order but haven't arrived". I reply with "that's disappointing, I chose your hotel based on adding to my toy collection" and was promised that they'd ship me a toy when available.
Still waiting... and as near as I can tell six months later Cartagena still doesn't have a stuffed toy...
