Agreed. They should have either given the OP what he booked, or if that was not available, then he should have gotten the Jetta with snow tires as a comp upgrade. That's the way it works (or at least should have worked). He should theoretically be eligible for some sort of customer service gesture to make up for the failings of Hertz, but getting something out of them may be an uphill battle.
