I agree. She has learned a valuable lesson: You cannot always take everything with you at all times and expect full accommodation everywhere. The mature thing to do would be to arrange for someone to care for the fish while she is gone. There are services for that nowadays; I have to use one to feed my cat when I am gone.
I first read your post as feeding a pet fish to your cat LOL I am assuming the container she had the fish in would not have fit into her purse or some other small carry on she could stow under the seat? As the saying goes: out of sight, out of mind.
