I read Belarusian media regularly and it is a major issue there (people in possession of both Belarusian and Russian visas are removed from trains at the border and turned around). Belarus filed an official complaint with Russia but the issue still exists. Passport checks at the border are not regular, so one can get through but there is absolutely no guarantee.
