It is probably not the hotel fault but the Accor system that cannot handle local promo and Accor discount at the same time.
This is my thoughts on it - hence I will not mention the Mercure in question.
I am not surprised by the lack of response of Accor.
I have found that if the hotel can not or will not sort out the problem ( if there is one ) at the time of our stay - then nothing effectively happens. Customer service is at the discretion of the reception ( as normally the manager is on holiday or it is a weekend or just not willing to speak .... )
