It should be enough time, I think the peak arrivals are between midnight and 2-3am, so by 4:20am it should be quieter at immigration. Last I knew they discontinued the shuttle bus so you'd need a cab or auto, they can be a little extortionate, an auto should run you Rs150 but it'll take a bit of bargaining to get to that (and that is still arguably way too much)
