I highly doubt it; in fact, I doubt that flight numbers are ordered by time of day as you describe (ie all SkyWest flights with flight numbers below some value are at a certain time of day) at all. And I highly doubt that they’re choosing flight numbers to be organized around unaccompanied minor policies.
