They do have an agreement with Thai so as long as it is on one booking to book CDG-BKK-HKT on one ticket on Oman Air.com for example you could fly all the way to HKT and you would collect bags there. As the HKT is a domestic flight, you would have to clear immigration in BKK before boarding but no worries about bag.
You can also fly via KUL in MH to HKT,
Bags will be thru checked and you will clear imi at Phuket, also can pick up some OW points/status with MH if that’s your program.
