I received this similar message in October 2015, requiring registration for participation. As long as Chase offers both Hyatt and United credit cards, I don't see a reason the status quo will change.
To be honest it seems more reasonable to have an annual opt-in, as opposed to a periodic (probably whenever their mutual contracts renew) opt-in. After all someone is paying something for this, probably Chase to Hyatt.
