In this case I do think it makes sense to spend the $965, which is really only $765 with your credit. You'll also get to fly transcon D1 which is nice. The jump between FO and GM is significant because of Sky Priority, international lounge access and same day change. Don't count on upgrades.
The other option, of course, is to try to get the fee waiver with a Delta Amex card before the end of the year. You would need to spend $25,000 on the card by 12/31/18. Do you have business expenses that you could charge to this amex?
