Yes, if you stay away from LLCs and you manage to persuade the check-in agent at the point of departure to tag your bags to final destination (show your 2nd ticket to the agent and explain that you will take this flight from TPE - most likely the agent will/can tag to final dest. even for OW/Skyteam onward flights) you should be fine/do not need to enter Taiwan but may stay in transit and proceed to the gate of your second flight (once you have cleared security check for transit passengers). It would be very good if you can do OLCI/web-check-in for the second flight in advance and download the BP on your phone; to show the security or airline staff at TPE that you have an onward flight and should be allowed to proceed to the transit area (a BP check will be made for you to be allowed to proceed to transit area).
