That tourist tax is relatively new and only applies to foreigners, so many hotels tack it on manually at the end of your stay.
ive even had one Marriott try to charge it in a reward stay. Unless hotels integrate this new policy into their global syatems, you'll continue to have those issues
But it's nothing malicious, just poorly implemented new law...
