Impossible. I-95 never connects with I-65. I-65 connects the Great Lakes and the Gulf of Mexico, but never comes anywhere near DC.
And US 65 seems to stay in the center of the country, unlike 66 which goes east to west (or vice versa). So US 65 doesn't hit I-95 either.
