Nope. The garage is too small for each individual car rental company to have gated access to their portion of the lot (and a few companies are even split up on multiple floors). Without gated access, they can't leave keys in cars, and without that, it's not possible to add Gold Canopy service.
There's no Gold kiosk outside, either--and, in fact, my experience has been that even Hertz's return row kiosk is literally
never staffed.
You will have to stop by the counter. They do have a dedicated Gold line, and in my experience, they are fairly good about pre-doing the contract and having the paperwork and keys already prepared and sitting on the shelf ready to go.
