Just came back from my trip.
SQ was unable to issue BP for TG in SIN.
I ended up leaving BKK after arrival and spending the afternoon/evening in city.
After returning to BKK, went to TG checkin counter and got my BP, no questions asked about departure tax.
Went through exit immigration no issues either.
