Not normal and not something that should happen but technically allowed as there is apparently no obligation to provide running water on a flight.
Had to deal with this on KL LAX-AMS a few months ago. No coffee/tea or working sinks (no wipes provided either) for approximately 10 hours
Water system was broken before we even left the gate but not acknowledged by the crew until we were already in the air
