TAAG in trouble with Angolan consumer group

The AADIC is compliaining that TAAG is not compensating passengers adequately for lost and damaged baggage, flight delays etc.
Interestingly, although Angola is only, I believe, a signatory to Warsaw (and not Montreal) this group is claiming that in the event of lost baggage under Angolan law an airline must return the full cost of ticket within 24 hours of claim!
