Data point:
Called 800-321-7396 this morning and was able to attach an existing TP certificate to an existing award reservation in under 15 minutes. The representative helping me said things were getting back to normal with regards to hold times.

I did did ask her about what’s going to happen to TP certificates but her answers were so obviously misinformed I won’t bother repeating them.
