Smart move. They keep their options open - sometimes human judgment of who should get the benefit is better than a mechanical formula such as 100/20k.
I think it's in Marriott's best interest to give the ambassador service to customers who might only stay 20 nights per year but spend $2k per night for a total of $40k. Given the limited number of nights, it won't even overburden an ambassador the way a customer with 150 nights at $100-200 per night would, like me.
