I suspect it doesn't really matter. Without knowing for sure I have to imagine a computer somewhere looks at your spending history, length of time held, when the last time was you got a retention offer, etc. and then spits out options for you. By calling the retention number you are going direct to somebody that knows why you are calling so you can have less beating around the push to find out what you are qualified for.
Put another way, I highly doubt that the agents have any actual authority here so which one you get (and what way you get in) doesn't matter so just want to get to offers and find out what they are.
