Well, you'd need *more* points to upgrade the certs - that's sort of the reason for the refund to begin with. Your "old" cert was between two "new" categories. e.g., They'd turn your Old 6 into a New 4 and put 30,000 points in your account. But you'd need
60,000 to make your New 4 a New 5.
