I've had welcome points on every award night. While this may not be a requirement, the hotels I've stayed at always treated me the same as they would for a paid stay.
On a recent trip, I had one paid stay and one reward stay at IHG properties. The paid stay (Candlewood Suites) did not get amenity points, and that's what prompted the original question. (I thought maybe CS did not give amenity points ever, but that appears not to be the case.) The award stay (Holiday Inn Express) did get amenity points.
Perhaps this has more to do with the property managers than the brands.
