IME, the two situations that always get me involved with manual reissues are 1- international tickets involving partner airlines, especially if byzantine taxes and fees need to be recalculated, and 2- tickets involving confirmed upgrades using instruments or miles.
I do very little domestic travel on pure DL metal itineraries, which... means I end up dealing with the reissue desk a lot, too.
