I wonder if this is related to the need for a departing passport check for all international passengers, irrespective of destination - does this mean OTP is as yet unable to collect and transfer departure data electronically from the airlines, so relies on the passport scan to verify you've left the country?
Perhaps an error is thrown up when you try to board of you haven't been properly recorded out?
