Yes, technically postpaid, but you can cancel at any time so it's as good as prepaid in my mind. I've bought 3 cards for travelling family members in the last 6 months. You just login and do the online chat to cancel the number.

For foreigners, only a copy of the passport and a photo of the holder physically holding it. No residency requirement or 'fingerprint'
