I don't care if they do, and as a best practice people should err on the side of caution and have meeting completed by Aug 1 if they want the credit, but there is nothing beyond rumor on this. It has taken on a life of its own despite nobody being able to show anything other than an interpretation of marketing language similar to what has been used for at least eight years but with the word "only" added to the interpretation as proof that there is change coming.
It’s clear to me from the new Marriott loyalty program website page that was referenced earlier:


That language is different from the current language Marriott uses with rewarding events. This new languages talks about earning 10 elite nights from your first meeting; the old language doesn’t mention anything about first meeting. Here is the old website language:


Again, everyone sees what they want to see...except in this case I’d actually benefit more from the old language and not this new language. Regardless that the old language benefits me more, I think it’s pretty clear that Marriott plans to limit the 10 elite night credit to the first meeting/event only.
