EVA Air Pilots(In Conjunction with CI Pilots) Announce Strike Vote

EVA Air Pilots and their fellow competitor CI, have announced through their union(Taoyuan Union of Pilots aka TUP) that they will hold a strike vote between 7/16-8/6. This is the result of 3 failed negotiations between mgmt. and the pilots. The BR pilots have 16 demands that must be met(or if the union determines that significant progress has been made) for the vote to be called off. Currently, 50%, or about 530 pilots from BR, are union members.
Acronyms used(for better understanding of their demands):
DO - Day off
AL - Annual Leave(Given as 1 day=3.5hr flight time)
IP - Inspector Pilot
CK - Check Ride
FRMS - Fatigue Risk Management System(System uses scientific data from NASA and other agencies to calculate the minimum rest, required crew etc.)
FDIS - Flight Data Information System(Similar to FOQA)
FOQA - Flight Operational Quality Assurance(Basically emits all the data from the plane's blackbox, especially safety related warnings/ECAM/EICAS and mx items)

The demands are as follows:
1. Guaranteed 123 days off(not 123 days of non-assignment). Days can be bought back by the company at 1 day=2x salary(Only up to 7 days, the rest can be released by the pilot if they wish).
2. All bonuses(annual, midyear etc.) in the future shall be negotiated with the union. Management does not get to unilaterally decide.
3. Adjustment of per diem from USD3/hr to USD5/hr, hotel quality cannot be downgraded to compensate
4. Training bond hold decrease the year limit to:
EVA Air Fleet Change Training: 7 years
Self Trained/Retired Military: 4 years
Captain Upgrade: 3 years
No change to 20 year training bond for pilots that were trained from cadets to line pilots by BR
5. Retirement fund calculations must include AL/DO days that were given up and the annual bonus(es)
6. Minimum line hours/month for pilots as follows:
  • A321 - 55hr
  • A330 - 65hr
  • 747/777 - 70hr
  • ATR - 50hr or 50 sectors
  • 787 - tbd
Annual leave days and the reporting period prior to flight, rest time inflight, and the 30 minutes post-flight are counted as duty time
7. All pilots operating on national holidays and sacrificed DO/AL days must be paid 2x the normal amount
8. Pilots can request for flight hour and duty hour calculations from the company, the company cannot refuse
9. Foreign pilot acceptance criteria must use either # of flight hours or number of landings performed(currently only flight hours min 2000)
10. For IP/CK, members are able to give a feedback form that will be included in the evaluation results and will be taken into account in the hearings that may follow
11. The captain and pilots, along with airline dispatchers, will have final say on whether a plane will fly. Managers will not retaliate or discipline any pilots for their decisions made in conjunction with dispatchers. *The airline recently upgraded it's satellite connectivity for dispatchers and planes that will allow for better voice communication. Previously, most communication was done through ACARS and through the pilots iPad, the only voice link they really used was for MedLink*
12. The following flights must be adjusted in crewing or layover:
  • BR36/35 YYZ (Change to 4 pilots from 3)
  • BR 56/55 ORD (Change to 4 pilots from 3)
  • BR006/005 (Change to 4 pilots from 3)
  • BR108/107 KHH-NRT (Overnight)
  • BR192/191 TSA-HND (Overnight)
  • BR198/197/196/195 TPE-NRT (Overnight)
  • BR118/117 TPE-SDJ*Sendai, Japan* (Overnight)
  • BR827/828 TPE-HKG (Hong Kong full overnight) - This flight is currently roughly a 6 hour layover, pilots want a full night layover
The company, in conjunction with the union, will use FRMS data to determine the layovers of stations. Previously, FRMS data was internal data only and only those with access were able to view it.
13. Unions will have access to FDIS/FOQA data. Previous FDIS/FOQA data cannot be used against a member in disciplinary hearings. It can only be used for the event that they pulled the data for.
14. Disciplinary hearings will consist of a "Jury", a board of company and union officials that will review the charges against the pilot and then vote on discipline that is appropriate. Union gets 2 spots, company gets 3.
15. Definition of DO is a full nights rest. DO and "duty free day" must be acknowledged as two separate things(currently it is the same). A "night" is duty free period between 22:00-06:00. In order for it to count, the pilot must be duty-released by 21:00 and the next day's reporting time must be after 06:00. Does not affect pilots whose scheduled duty period ended prior to 18:00 the previous day.
16. Starting 07/2018, the Annual Free Ticket(RL Seat) must be a confirmed ticket, not a standby ticket. Discount tickets will continue to be confirmed.
