I disagree. It means that you are aware that someone else thinks the fare might well be an error. It's fairly easy to conclude that it reasonably is not an error.
Well my own personal conclusion at the time was:
- it is not a manifest (i.e. obvious) error
- it is an error
That would (in my view) rule me out. YMMV.
