There are multiple posts on the travails of liquidating VGCs/MCGCs in this thread, as well as others. The bottom line is that if you cannot or don't wish to avail yourself of WM, then you are going to have to find other merchants who will let you purchase MOs with a GC. There are certain grocery stores which will do so, but you have to find them. Few if any are going to give you the keys to the kingdom in this regard.

So if you want an answer, start exploring the merchants in your area and begin testing them.

And of course there is legitimate spend as well
