This actually makes sense when you think about it. I regularly get this with J flights too. You are willing to pay for the flight at rate "x", but some people have a corporate travel plan than says " J class over 8 hours" or some such. They don't get any choice in upgrading and can't within a travel policy. If the route is not F heavy for business at the time you want to book it may be there are some redemptions - but you wish to pay cash so they offer you an attractive deal.
One of my clients will only pay for Y but I can book anything I like and claim the Y fare back from them. I can often find J cheaper than Y (or very close). It is why I have only ever flown in First class on Emirates!
