1. Yes, if luggage is checked like OTP-LHR-HEL bag(s) must be claimed and re-checked for subsequent flight/s HEL-LHR and eventually further. If, doing a B2B at HEL, it's more convenient to store the bag at Left Luggage, arrivals level T5.

2. Yes, having checked in a bag for the TATL flight, you'll be fine to take it along for further flights as a carry-on after passing immigration/customs. Provided bag fits carry-on limitations , of course
