Q is the fare construction code for miscellaneous carrier surcharges. Given that it sounds like these fares can only be purchased by contacting UA directly, I'm guessing it's a flat fee addition to any premium cabin fare on the select routes, but they can write the rules however they want.
A seriously steep fee for ground services, but I can see some celebrities doing it rather than rubbing shoulders with the commoners in the UC. It's still a heck of a lot cheaper than flying private.
